Community Program Fund Allocations Process
Overview
United Way’s Community Program Fund
supports a broad base of services that serve people throughout
Onondaga County, giving priority to economically vulnerable
populations. The goal of the fund is to create measurable
improvements in people’s lives and community conditions.
This fund awards three-year support for ongoing program
operations.
The process for allocating support takes
over two years, culminating in the second year with an
open and competitive, 2-phase application process. |

Phase 1: Fiscal & Management
Assessment (August – October
) Agencies that wish to apply for funding are assessed to determine
their fiscal and management soundness. This phase is open to
all 501 (c)(3) charities that serve people in Onondaga County.
Agencies which pass this review then become eligible to apply
for program funding. Fiscal & Management
General Standards
Phase
2: Program Assessment (December – May) Programs are
assessed for quality and the level of need in this community
for the program’s services. Eligible agencies may submit
as many program-funding applications as they wish. Each program
may apply in any one of United Way’s five Vision
Areas.
Each Vision Area is assigned a percentage of the overall funding
pool, which is divided competitively among the programs that

In each phase, applications are first reviewed in detail by
teams of trained volunteers. These volunteers make recommendations
to the Community Impact Cabinet, a group of board-led volunteers
charged with oversight of the entire funding process. The Board
of Directors makes final decisions in both Phase 1 and 2.

PHASE
I Completed
- Applications were accepted from 49 local
non-profit organizations.
- Volunteers contributed almost 500 hours to review applications.
- Forty-five agencies met the fiscal and management standards
and have been invited to submit applications for program funding. Approved
Agencies
PHASE II
- United Way expects to receive over 150 program applications
on or before the December 14 deadline.
- Over 100 volunteers are needed for Phase II. Volunteers will
be assigned to one of five Vision Area teams. They will undergo
training in January and begin their reviews shortly thereafter.
